Tervola municipal supplement for employment
The terms of the municipal employment supplement in the municipality of Tervola changed as of July 1, 2025. The purpose of the municipal supplement is to support job seekers from Tervola in finding employment and to help lower the threshold for employers to hire. The municipal supplement will be paid for a maximum of six months and up to 600 euros per month.
The municipal supplement intended for employment has been in use in the municipality of Tervola since the beginning of 2008. Initially, the municipal supplement was granted only to associations. Nowadays, the municipal supplement is granted not only to associations but also to other third-sector actors and companies that employ an unemployed job seeker from Tervola.
The purpose of the municipal supplement is to support job seekers from Tervola in finding employment and to try to lower the threshold for employers to hire.
The municipal supplement does not apply to statutory official obligations transferred to the employment area as of 1 January 2025, but is a discretionary matter decided by each municipality itself. The municipal supplement supports municipalities’ objectives to promote employment, and each municipality submits the municipal supplement for decision in its own decision-making bodies.
The municipal board of Tervola approved the new conditions for the municipal supplement on 23 June 2025. The conditions came into effect on 1 July 2025 and are applied to new decisions.
Tervola municipality supplement for employment:
A municipal supplement is paid for a maximum of six months and up to 600 euros per month. A decision on wage support is not required for the municipal supplement.
Conditions of the municipal supplement:
- A company/association or other third sector operator employs a person living in the municipality, who falls under the municipality’s payment responsibility.
- A company/association or other third sector actor and the employee make an employment contract in which the collective agreement of the sector is followed. The salary must be at least 930 euros per month.
- A company/association or other third sector actor commits to employing the worker for at least 4 months.
- An employee’s working hours must be at least 18 hours per week in associations or other third-sector organizations, and at least 50% of the full-time hours customary in the industry in companies.
- The municipal allowance application must be submitted within a month of the start of employment.
- The municipal auditor has the right to, if necessary, examine the financial accuracy of the associations’ activities concerning the municipal subsidy.
- A municipal allowance can be granted to the same employer for the salary of the same person only once.
- The municipal supplement is specific to the job seeker, and even employers outside their own municipality can make use of it.
- Municipal supplements can be used for costs related to hiring a person other than salary expenses, such as supervision fees or other ancillary costs.
- Municipal supplements can be used for wage costs if wage subsidies cannot be obtained for the person.
Applying for the municipal supplement:

- The employer must carefully familiarize themselves with the conditions for granting the municipal supplement before applying for it.
- Copies of the employment contract and any wage subsidy decision must be submitted as attachments to the municipal supplement application.

Payment of municipal supplement:
- For the payment of the municipal supplement, a copy of the employee’s earnings statement and a copy of any wage subsidy payment application submitted to the Meri-Lappi employment service, showing the gross salary and itemized side costs, are provided to the municipality of Tervola.

- If the employer receives wage support, the application must specify the use of the municipal supplement for purposes other than payroll costs.
