What is a strategy and how is it used to manage operations?

The strategy is a tool for the council’s long-term planning and management. It guides the decision-making of the municipality and the municipal group. The strategy defines the municipality’s mission and the values that guide its activities during the planning period. Departments (i.e., administrative sectors) prepare proposals for operational goals based on the strategy, which the municipal council decides on in the budget and financial plan. The goals must be measurable and connected to the strategic guidelines. The achievement of the goals is monitored in the municipality’s financial statements.
