Organization

The management of the municipality is based on the municipal strategy, financial plan, budget, and other decisions made by the council. The council is responsible for the operations and finances of the municipal organization, exercises the highest decision-making power of the municipality, and delegates its authority through provisions in the administrative regulations.

The municipal board is responsible for preparing the decisions of the council, implementing them, and overseeing their legality. Its task is to manage the municipality’s operations, finances, and administration. The municipal board is responsible for the governance of the municipal group, personnel policy, and risk management.

The municipal executive board is subordinate to the municipal manager, who manages the municipality’s administration, financial management and other activities, and is responsible for preparing matters for consideration by the municipal executive board.

Under the municipal board, the municipal manager, and the committee, departments are led by department heads, who are responsible for the operations, management, and development of their departments. The head of the administration department is the administrative director, the head of the technical department is the technical director, and the head of the education department is the education director. Under the administration department operate the rural committee and the rural manager.
