Customer fees and instructions
The maximum monthly fee charged for full-time care of the youngest child in the family is €311. For the family’s second youngest child in daycare, the highest chargeable fee is 40% of the full fee, i.e., €124. For subsequent children, 20% of the youngest child’s fee is charged. The minimum monthly fee charged is €30. The first child in the family is always defined as the youngest child using early childhood education services.
If a child is absent from early childhood education due to illness for more than 10 days in a calendar month, half of the monthly fee will be charged. If the child is absent for all operational days of the calendar month due to illness, no fee will be charged for that month. If the child is absent for all operational days of the calendar month for reasons other than illness (e.g., parents’ vacation), half of the monthly fee will be charged. If a child is in care for even one day during a calendar month, the full monthly fee will be charged unless it concerns the start or end of care. During the month a child begins early childhood education, the fee is charged from the start date, and during the month care ends, the fee is charged up until the end date.
The early childhood education fee is a monthly fee based on the family’s gross income. It is based on the Early Childhood Education Client Fee Act. According to the Client Fee Act, the family’s total income takes into account spouses or partners living in the same household and their minor children. In Tervola, an hourly early childhood education fee is used according to the chosen service product.
- 1-15 hours/week, maximum 63 hours/month, payment percentage 40% of the full-time care fee
- 16-24 hours/week, maximum 101 hours/month, payment rate 60% of the full-time care fee
- 25-35 hours/week, maximum 147 hours/month, payment rate 80% of the full-time care fee
- 36 hours per week or more / at least 148 hours per month, payment rate 100%

During the operational period, any changes in income or family circumstances must always be reported to the early childhood education director. The early childhood education fee will be reviewed if the family’s income changes by at least 10%, if the fee is found to be incorrect, or if the size of the family changes. The adjustment of the early childhood education fee will take effect from the beginning of the month following the presentation of the new income information used as the basis for the fee. If the decision regarding the fee was based on incorrect information provided by the customer or their representative, the fee can be corrected for a maximum of one year.
The fee for temporary early childhood education is €15 for more than 5 hours per day and €10 for less than 5 hours per day.
