General requirements

The municipality of Tervola grants early childhood education service vouchers to its residents. The regulations guide the municipality, the service provider, and the customer on the use of service vouchers. Service vouchers are granted within the framework of the municipal budget allocation confirmed annually by the municipality of Tervola.

Early childhood education organized by the service provider must meet the level required of the municipality’s corresponding operations. The municipality of Tervola supervises service voucher company activities through official inspections.

The service provider prepares the early childhood education plan for its unit. The document defines the qualitative and operational criteria and focus areas of the activities. The Education Committee of the Municipality of Tervola approves the early childhood education plan.

Notification of private service voucher operations

A private individual or organization that provides early childhood education services for a fee is required to make a written notification (read more at www.avi.fi) to the director of early childhood education. The service provider invoices the family with an early childhood education invoice, and the municipality of Tervola invoices according to the value of the service voucher in accordance with the rulebook.
