Private early childhood education

Tervola uses a service voucher for early childhood education. The service voucher is granted for arranging early childhood education in a private daycare or family daycare. The family chooses the early childhood education provided by a service provider approved by the municipality of Tervola.

The applicant for the service voucher must be registered in the municipality of Tervola or the child must have an address in the municipality of Tervola.

It is not possible to receive child home care allowance or private care allowance at the same time as using the service voucher.

The family applies for an early childhood education place from the service provider of their choice. Once they have received the decision regarding the place, the family must apply for an early childhood education service voucher in the CGI Vesa service starting from March 15 and also provide family and income information there. The service voucher should be applied for four months before the need for care. If the need for care arises from employment, training, or studies and it is not foreseeable, the service voucher must be applied for immediately, but at least 2 weeks before the start of care.

The maximum value of the service voucher is approved by the Tervola Education and Culture Committee. The maximum price of the early childhood education service voucher in daycare is €930 for children over 3 years of age, and €1488 for children under 3 years of age calculated with a coefficient of 1.6.

The value of the service voucher is obtained by subtracting the customer fee that the family would pay for the child’s municipal early childhood education from the maximum price. The family is responsible for paying the difference between the early childhood education fee agreed with the service provider in the service agreement and the value of the service voucher.

A private service provider invoices the family with an early childhood education invoice and the municipality of Tervola with an invoice corresponding to the value of the service voucher.

The family must always submit a new service voucher application when 1) the child’s need for services changes and the change lasts at least three months, 2) there are changes in the child’s family relationships, 3) the child’s early childhood education unit changes. The value of the service voucher is automatically recalculated when the child turns three years old.

The private early childhood education service providers approved by the municipality of Tervola are PikkuPeikon Pesä Oy in Tervola, Pilke Virta in Keminmaa (natureoriented) and Pilke Revontuli in Rovaniemi (Englishlanguage and natureoriented).
