Municipal supplement

The principles for paying the municipal supplement are:

• A municipal supplement is paid for one child under 2 years old, the youngest in the family, who is entitled to home care allowance, in the amount of 200 euros per month, provided the child is in home care.
• For other preschool-aged children in the family who are being cared for at home, a sibling supplement of 70 euros per month per child is paid.
• A municipal allowance is paid to a family registered in Tervola. 
• The support is family-specific and is paid in accordance with Kela’s home care allowance criteria when the home care allowance is paid.
• The municipal supplement is applied for a fixed term at CGI Vesa.  
• The municipal supplement is paid in arrears on the 16th of each month. If the payment day falls on a weekend, the municipal supplement will be paid on the next business day. 
  
• The municipal allowance is taxable income. The application must be accompanied by a tax card and a certificate of home care allowance granted by Kela.
• If there are changes in the family that affect the granting of the municipal supplement, they must be reported immediately to the early childhood education director. Any municipal supplement paid without justification will be reclaimed.
• Municipal supplements can be paid retroactively for a period of six months according to Kela’s payment principles for home care allowance.

How do you apply for a municipal supplement?

• The municipal supplement is applied for a fixed term at CGI Vesa.

  Information that can be appealed with the application:

  -> Desired start date (Note! Cannot be in the past; if applying retroactively, the retroactive date must be added in the additional information field of the application)

  -> Reason why the application was submitted less than four months before the desired start date of early childhood education field -> the reason given is ‘municipal supplement’ (kuntalisä)

  -> Add attachment -> Add the necessary attachments: the Kela decision on home care allowance and the tax card; without the Kela decision, the application cannot be processed.

  -> Need for early childhood education -> provide the option for a municipal supplement (kuntalisä)

  -> Number of early childhood education hours needed per week for the child -> Required field, a choice must be given, (choose any)

  -> Number of early childhood education hours needed per day for the child -> Required field, a choice must be given, (choose any)

  -> Child’s current early childhood education place -> Can be left blank

  -> Preferred early childhood education language -> Can be left blank

  -> Desired early childhood education places -> Select the location ’Municipal supplement’ (kuntalisä)

  ->Additional Information field -> this field can be used to provide information about a retroactive application date and/or account number, as well as the names and personal identification numbers of younger siblings cared for at home for the municipal supplement sibling increase
