Rules
The administrative regulations are a key governance tool for a municipality’s administration and operations, concerning the internal administration and activities of the municipality. Every municipality and joint municipal authority must have administrative regulations, the content of which is defined by Section 90 of the Municipal Act (410/2015). The administrative regulations determine the division of tasks and powers of the municipal authorities. The provisions of the administrative regulations are decided by the municipal council. The administrative regulations also bind the council, which cannot deviate from their provisions except by amending the regulations.

Regulation on conflict of interest declarations
Section 84 of the Municipal Act regulates the disclosure of conflicts of interest.
According to the provision, municipal elected officials and officeholders are required to submit a conflict of interest statement regarding their management positions and offices of trust in business enterprises and other organizations, their significant assets, as well as other conflicts of interest that may be relevant to the performance of their trust and official duties.
The obligation to disclose conflicts of interest applies to the following officials and trustees:
- members and deputy members of the municipal board and its subordinate committee
- members and deputy members of the body responsible for the tasks referred to in the Land Use and Building Act and its subordinate section (Technical Committee in the municipality of Tervola)
- the chairperson and vice-chairpersons of the council, committee, and subcommittee
- municipal manager
- the presenter of the municipal board, committee, and subcommittee
The notification must be made within two months of the person being appointed to the position. The person must also promptly report any changes in their affiliations.
The conflict-of-interest notification is made to the audit committee, which oversees compliance with the reporting obligation and may bring the notifications to the attention of the council. If necessary, the audit committee may urge the person required to report to submit a new notification or to complete an already submitted notification.
The municipality must maintain a register of conflicts of interest in a public information network, unless otherwise provided by confidentiality regulations. When a term of office or position subject to the reporting obligation ends, the information concerning the individual must be removed from the register and the information network.
The audit committee reviews declarations of conflicts of interest at its meetings as needed.

It is not possible to access the agendas and minutes of the municipal bodies in the KT-web publishing platform purchased from a service provider outside the municipality of Tervola in an accessible manner through the service. The municipality of Tervola aims to renew the publishing platform in the coming years. Agendas and minutes on the publishing platform can be obtained in an accessible format via email at tervolan.kunta@tervola.fi.
